Title VI Complaints related to WSTIP RTAP Events & Programs

The Washington State Transit Insurance Pool (WSTIP) receives Rural Transportation Assistance Program (RTAP) funds from the Washington State Department of Transportation (WSDOT) for several of its programs and events. WSDOT issues a competitive application process for which WSTIP was awarded $185,000 for the 2023 - 2025 biennium to provide training and assistance.

  • E-learning course licenses for: Securement 101, Securement 102, Realistic De-escalation for Security Professionals.
  • The Annual Trainers’ Showcase Conference
  • The Maintenance Trainers’ Showcase Conference
  • Scholarships for the Labor Relations Institute
  • Supervisor School training courses
  • In-person training courses.

Because the RTAP funds WSDOT receives and distributes are federal dollars, they are subject to Title VI of the Civil Rights Act of 1964, which states that no person in the United States shall, on the grounds of race, color, limited English proficiency, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination in any program, activity, or service.

If your complaint is considered a Title VI complaint, please click here, which will take you to the WSDOT Title VI complaint form. If you have an issue related to a WSTIP program or event, that can not be categorized as a Title VI complaint, please contact a WSTIP staff member.
